The Pennsylvania Department of Corrections reports that 40% of men and 25% of women return to prison within 3 years of their release. Is it possible to break this cycle of crime? Can we do a better job transitioning inmates from prison to the community? Gregory V Smith is the executive director of Williamsport's Transitional Living Centers, Inc.
